My new projects are not appearing in project select list field in the Software Project Template

I created the project hours ago.

I'm not sure what you mean by "project select list in the software project template". 

If you just mean that you create a new project and can't see it, then it's likely to be the permissions - the default does not grant you "browse" permission, so the project is hidden.
