My colleagues are not able to "view" my articles

I created, edited and published a few articles. But the users within my organization are not able to VIEW. I create knowledge articles for my site and want them (my colleagues) to VIEW the pages. I checked necessary restrictions and permission but still not able to figure out the issue.

After connecting with one of the confluence persons I got to know that they need licenses. I am not sure how licences play the role when we are working for the same organization having same access rights.

I am able to VIEW, my internal team can VIEW too then why cant our stakeholders (working in the same organization)? Help!
