We are about to test migrating our Confluence data center to Confluence Cloud using Atlassian Cloud Migration Assistant.
Our Confluence Data Center currently has ~400 users.
My dream: migrate only our data, no users. I understand from reading the boards that this is not possible.
In our Data Center, If I disable the current user directory and create a new local directory which ONLY has my user, would only my user migrate?
Follow up Q: if this is not possible and I DO have to migrate all users, will they get notifications/emails alerting them? In an ideal world, no - I can do my migration testing without alerting my users.

Hi @Eli Golden In Confluence content is associated with users like creator. contributor etc so you need to migrate the users as well to Cloud.
Even if you disable the users when spaces and pages are migrated users will also get migrated.
You don't need to migrate all the users if they don't have any data associated to them like Page created, Page contributor, Page comment, Tagged in the page comment, page etc.
You can ask Atlassian to disable the outgoing mail when you migrate the data if you are not doing that on production or may be disable all these users in Datacenter and check if they will be disable in Cloud after migration as mail will not be send to disable users
