Meta viewport tag

We have deactivated the mobile app because we use refined as a theme. I have noticed that there is no meta viewport tag in the head of confluence pages. I have used jquery to insert one to get the pages compatible for mobile devices.

Anyone know why it's left out by default and have a better workaround?
