Mail server menu not found - 'Not permitted' when clicking the 'configure one' option

My confluence server solution does not show the 'mail server configuration' on the general configuration page.

Also, when I was clicking the 'configure mail servers...' in the user menu, it said :

"Not permitted - You are not permitted to perform this operation."

How can I restore the mail server functionality?
