Welcome to the Community!

This means that either the connection to your Crowd is misconfigured, or the Crowd server is not there.

Crowd is Atlassian's user directory server, and your Confluence is trying to ask it if you can log in, and it can't connect.

You'll need to talk to your administrators to find out why the url is wrong or the Crowd server has gone.
