We have a table on a confluence page, we want the developers to be able to edit all but one column in the table. Is there a way to do that?

this is not possible out of the box, you'll need an app for that. If you have the Table Filter and Charts Plugin installed, you can merge two tables. One table is the said column on another, restricted page, inside a Table Excerpt. You'd wrap the Table Transformer around a Table Excerpt Include and the actual table to merge the columns.

Unfortunately it is not possible to implement your case natively, but there is a workaround using our app – Table Filter and Charts for Confluence.
