Links doesn't work in Progress Bar

Hello Together

I have some questions about specific features of the software, there have been some problems while working.

This is the page I'm currently working on. It's a How-To page, where our customers get the information on their own.
So that there are no questions for our customers, the goal is to keep the site user-friendly and intuitive.

The goal would be to be able to navigate through the different "pages" (tabs) only with the help of the Progress Bar.
The Progress Bar is integrated in every Tabs Page macro. Unfortunately I had no success when I linked the next Tabs Page macro
 in a Progress Bar Hyperlink Step macro.
This is how the page structure looks in edit mode:

When I used this method so far, there were no problems. But now it doesn't work anymore. Do you have any ideas to solve my problem?
When I click the link in the progress bar, it changes the link in the browser URL, but the desired page is displayed.

I have also created normal hyperlink buttons, it doesn't work with them either.
Is it possibly due to the Horizontal Navigation Bar or the Tab Container or Tabs Pages?
Is it possible to use another method without having to create multiple pages?

As said before, the goal of the whole would be to navigate clearly and intuitively between the individual tabs.
