Linking KB to Jira Service Desk for end users available in form

I have a group for "customers" that is added to all Jira Service Desk projects named "All Company". In two of those projects, I have linked to a Confluence "space" and "page" with instructions. The "customers" or end-users who do not have Product Access cannot open the page. They get a restricted page notice. I have added the All Company group to the spaces and pages with view permissions, but my team gets the same restricted message.

Any thoughts on what setting I am missing? We are Jira Cloud. According to Jira, this should be possible...

If you use Jira Service Desk - link a Confluence space to be used as a knowledge base. Users (including those without a Confluence license) can search your knowledge base directly from within the Service Desk customer portal. You can connect Jira Service Desk with Confluence 5.10 or later.
