Atlassian team said in 2018 in https://community.atlassian.com/t5/Confluence-questions/Anonymous-access-but-no-index/qaq-p/758118#M177883 that:
It is not possible to prevent Cloud instances from being indexed by Google search as the method to prevent this indexing cannot be done on Cloud products.
Is this still true in latest Confluence cloud version?
I'm considering to open up our application development release schedule page (with dates and links to latest release notes draft page) up for anonymous access so other people in the company (our main target market) can see what's coming and when at any time, as we complete user stories and add them to the next release, but want to limit exposure to people outside the company as much as possible, and preventing search engines to index it is at the top of the list.
There is no way to do that.
There is an open request to be able to configure the robots file for your site, but that is a request for an engine not to index you and won't stop it if the engine feels like it. See https://jira.atlassian.com/browse/CLOUD-5915
