I have a confluence starter license. Users are currently locked out of editing or created documents. it says that I have to many users.
Of my 10 licenses I have 10 active users and two disabled users. why are users locked out? do I have to delete the inactive users? Also will that destroy any data associated with that account like in Jira? And finally how do I delete said users as I don't have that option available in the user management section of COnfluence despite being an admin.

However what I see is per my groups i'm the only listed confluence user(admin's group). But I am also in the Jira, admins, core, and software groups.
My Software group consists of 10 people, my core group has 7 of the 10 on software, and the other three are jira-admins. none of the groups have either disabled account listed.
So I am still confused, and feel like this is a bug.
Also I cannot delete any of the documents that both of these folks contributed while they were here.

Your Jira groups shouldn't have any effect on this; it should only be looking for the groups in Confluence with can use access. If it's only showing an admin user, then there's a problem.
Can you go to your Global Permissions page and show us what you have there? Also, what version of Confluence are you on in the event that this is a bug?
I wouldn't recommend that you delete any documents or users, anyway, and that wouldn't solve the issue, so don't worry about trying to delete content or users.

Can you use the below article to see which users Confluence considers licensed users?
You wouldn't need to delete the users, they just need to not be in any groups that have can use permissions on your Global Permissions.
Per Deleting or Disabling a user you can only delete a user if they don't have any content, so this may be the reason that you're not able to delete them.
