I'm totally confused regarding what's eating my licenses in my instance. I have a 600 user license agreement with 667 members. All of my members should need the use of licenses. right? The accounts are all provisioned by Okta all nwely provisioned accounts are granted "Jira" user access. any thoughts on where my licenses are going would be appreciated!

You posted your question in the Confluence Questions forum, but mentioned Jira. Is this actually related to Jira? If so, I'll move the question to the Jira Questions forum.
I'm not sure about the problem you are trying to describe.
Are you saying that there are more licenses allocated than you are allowed per your license agreement?
Did you establish a user tier license agreement for up to 600 users with an annual payment plan?
Where are you getting the number you are referencing as "667 members"?
On your Billing page (in https://admin.atlassian.com) you should see the number of licenses consumed in the Users column for each product/app.
You should be able to click on that number to go to a list of the users who are allocated licenses.
