I am trying to create a base structure for a KB in Jira Confluence, but I do not see the options listed in the following article:

Is this a permission issue? I can create content for the KB and build out a basic structure with child/parent relationships, but it would be purely based on content, not a true folder/category structure.
Any help appreciated.
