What permissions should a user have in order to be able to create a Jira Issue from Confluence?
I would like to restrict the users permissions to write inline comments (by highlighting the text and selecting the comment icon) but not to write jira issues.
How can I solve this problem?

To create a Jira issue you need to have permission in Jira to browse a (certain) project. In Confluence there is no permission to allow/deny the creation of a Jira issue. See https://confluence.atlassian.com/doc/space-permissions-overview-139521.html for space permissions.

Should then users have only "View" and "Comment" permissions in order to write inline comments?
