I was pointed at
https://jira.atlassian.com/projects/CONFCLOUD/summary
in order to submit bugs or suggestions.
However, when I click on Create, the drop down list has nothing to do with Confluence Cloud.
I appreciate the irony of posting here, about a problem in Jira Confluence, but I don't really have any other option.
Is there anyone on this forum that can contact Atlassian about this?

From the problem summary, I understand that you are unable to find the confluence product while creating a bug request from your end.
Since you are on the enterprise plan, I suggest you to have your site admin create a support request here https://www.atlassian.com/enterprise/support-services so that we can assist you better.

One of our admins raised this as a question to Atlassian, and the reply was basically that we (users) can use the Give feedback option in the Help menu.
That is technically true, however the submissions we make then vanish into the ether. We cannot see if anything has been done, if its been seen, if they've compressed the electrons into firelighters. We get an email acknowledgement, and nothing else. There's no link to the issue. Nothing.
I also investigated raising a support request at support.atlassian.com/contact/ and got to a section that says "Get help from your site admin". See the below screen shot.
I understand this in terms of not getting flooded with general support requests.
But yeah, because there's no ability for us to track our submitted Feedback, it often seems futile.

@Trudy Claspill if there is a way to create an issue inside of Confluence as opposed to creating a Jira issue from a Confluence page I am unaware of it.
@Norman Cates are you wanting to create an Action Item within Confluence?
Your screenshot looks like you have a Create Issue shortcut button on a Confluence page which redirects to the Create issue in Jira since the dropdowns are for Jira Projects and then an issuetype in the second dropdown

The author is trying to raise a request in Atlassian's public backlog, hosted in Jira at https://jira.atlassian.com
In that system there are Projects for each Atlassian product - Jira DC, Jira Cloud, JSM DC, JSM Cloud, Confluence DC, Confluence Cloud, etc.
The problem is that when one tries to Create a new issue the Project selector does not allow us to select the Confluence Cloud project as the Product against which the request will be raised. It allows selection of most (maybe all) the other project/Products including Confluence DC and Jira Cloud.
