It is taking around 24 hours to activate my cloud confluence

But it said it will be finished in 5 minutes. 

Now I can partialy use it. But it is still activating.

You should contact Atlassian Support at support.atlassian.com. It should actually take less than five minutes to start your Cloud Confluence.
