Issue creating anchors

I am trying to create an anchor and link it within the same page. I followed these instructions exactly: https://confluence.atlassian.com/doc/anchors-139442.html

I am able to successfully create the anchor, however when I go to link it using the "Advanced" linking option, it does not show up when I type the anchor into the link. If I type it in and hit "insert" regardless, the link is not successful.

Did you use the #-sign in the link?
