I'm the space admin for a few spaces and I need to assign admin and edit privileges to over 20 users for each of these spaces. The same permissions apply for each space, but since I'm not a confluence admin, I have to manually add each user and be very careful about what check-boxes I check for each one. It would be much easier if I was allowed to create a group or edit an existing group. There was a time when I could do this many years ago. In fact, there are groups in place that I used to be able to edit using some sort of plugin, but since then, it seems that's not available. Does anyone know a good way to deal with this.
You are right that you need Confluence Administrator or System Administrator global permission to edit group membership. Can you not ask your System admins to create a group for you and add those 20 users in that group, so that you can assign permissions to that group in the spaces you are admin of ? There are third party plugins available eg - 'Delegated Group Management in Confluence' which can let space admins manage user groups, you will need to talk to your system admins to get that plugin installed.
