Is there any way to change language except the ones that support offers?

Hello! There is a need in useing Atlassian products in Ukranian, which is not the one "of the box" languages. As far as I understood, there are two ways to do it:
1) Install a language pack from Atlassian Marketplace.
2) Install custome language pack which you can customize manually.
So, my question is... Do you know any other way to do it?
