Is there a way to create a TOC in tree form?

I want a TOC macro that shows only first-level headers but expands to show sub-level headers.

The TOC macro does not provide that functionality.  You can add the full TOC macro inside an expand macro so they can expand to see all the content or contract it to hide it.
