We have 1,000 user license limits for both Confluence and Jira (Data Center).
If we change one limit I thought the other had to match this for some technical reason. I am sure that is what I was told a few years ago, but I can find no reason why this would actually be so.
We are looking at reducing Jira to 500 and keeping Confluence at 1,000, so it would be good to confirm this is actually feasible.
No, they're separate systems.
A lot of people use the same groups to grant access (so add someone to say "atlassian-users" group once and they get Jira, Confluence, Bitbucket, etc), but by default the systems use different groups for access and hence you can have different numbers of users for each.
