Is the 25 GB (0 to 500 users) storage limitation per user or is for the entire cloud confluence instance?

This question is in reference to Atlassian Documentation: Atlassian Cloud storage policy

My current cloud confluence license is for 25 users. Is the 25 GB storage limitation for one user or for my whole group of 25 users?
