I wonder, if I want to use a reference to the particular part of the page in the comments below the page on confluence, can I use an anchor or another way? Referencing in this way makes my explanation stronger, and more straightforward for the reader.

In addition to @Alex Koxaras _Relational_ answer, you can use inline comments (https://confluence.atlassian.com/doc/comment-on-pages-and-blog-posts-139483.html) that could make your work easier. I don't know if it can match your scenario.

You can click on the timestamp of the comment you want to set an anchor, and paste it in your comment. This will create a direct link to that comment:

Out of the box there isn't such a way. Inline comments supposed to be for internal purposes. Maybe you can find something on the marketplace.
