Is it possible to include specific block and column layouts for a page template?

I'm creating a Connect page template and I want to include more than the content of the page. I would like to have the structure of the page (columns, blocks, block colors etc.) ready for someone to use so they don't have to add blocks/columns themself. How do I do this?

You edit a template like an ordinary page.
You start with a blank page and fold the elements as needed.
You can also open an existing template in a second tab and copy its content or parts thereof into the new template. I often did that with the server version.
I have not yet created a template in the cloud. But should go similar

@Brammy Geduld  editing a template is very similar to editing a page so you can use most of the same macros and use the same page layouts.
