Is it possible to allow a user to click on the various names on the y-axis and redirect them to a unique url?

We can suggest using the following workaround: use the Chart from Table macro provided by the Table Filter and Charts for Confluence app.

Wrap your table with any additional columns you need (containing links, pictures, etc.) in the Chart from Table macro and create a bar chart:

Here is your page in the view mode:

If you click on the chart bar related to the required agent, you'll be shown only his/her table row. So it will be easy to go to any urls or pictures that are stored in the source table:
