Input validation for single customer (multi-user environment)

I have a user who is trying to build a schedule based upon appointment requests for individual blocks of time.  They would like to have the Confiform accomplish validation to ensure that only a single customer has access to that block of time.  They also want a notification to be thrown on the additional requester, to ensure that they know that block of time has been reserved.  What would be the best way to accomplish this?

How do you define "block of time"? Is this a dropdown with options or?

Thanks for the response Alex. I'm not sure. Looks like one of my coworkers took the issue when I was waiting for a response.  I'll try to go back and see what they are using.
