after the latest Confluence update, I'm unable to suspend user access, even though no roles have been changed.
What could be the reason for this, and how can I be granted a role to regain this capability?
As suggested by @Septa Cahyadiputra the user access admin role is different from the org admin role.
Unlike an organization admin, a user access admin has limited access to Atlassian Administration. Their main task is to manage user access to the app they administer. For example, an organization might have a user access admin that manages access for Confluence, and another user access admin that manages access for Jira apps.
Therefore, you will need org admin access to manage the users at the org level.

I have the "User Access" role, but I still can't suspend user access in Confluence, so it seems this action might require the "Organization Admin" role instead. Could you please confirm if that's the case?
Also, is there perhaps a specific link or section where users can be deactivated with just the "User Access" role?

Judging from this documentation, you should have this capability if you are an "Organization Admin" or "User Access" role:

In order to clarify your issue, could you access the admin.atlassian.com and confirm the current privilege that you have?

Indeed as the documentation described:
Role: Organization admin, user access admin (for users who previously had no app access or access only to the app they administer)
Hence, if the users that you need to suspend only have access to the app that the admin user have "User Access" privilege, then you should be able to suspend the user(s).
However, if the user have access to other apps that you do not have "User Access" privilege, then Organization Admin is required.
