In Marcom, for items that you want to do cycle counts for, is it better to be static or inventory?

We have both static and inventory items. Some items that are designated as static still get reprinted when inventory is low. I know a refill notification should go out. However, how can you change counts of items when an item is damaged? Is it easier to change counts on inventory items as opposed to static items?
