Currently I'm using 7.19 version of confluence server. I want to rate limit in my server. I went through the documentation but the mentioned steps wasn't available in my server instance. Please help with the confirmation that rate limit is applicable for server or just Data center. As per the documentation it is saying it is applicable for just data center. Please confirm.

I confirm that the page says rate limiting is for data center.
On a related note, Server has been announced to be deprecated, so eventually you would need to upgrade to data center, or migrate to cloud: https://www.atlassian.com/migration/assess/journey-to-cloud
In any case, no rate limiting on server. If you worry about someone going ham, you can always filter for usernames in the access log and contact the individuals to explain what they're doing. While rate limiting would certainly help (and in rare cases could prevent a DoS by someone being very, very thick and multi-threading some automations), they would complain about getting limited sooner or later so fixing crappy automations will always be something that needs to be done. Not exactly a solution, and yes would be nice to have rate limiting in server, but it's not an option.
