Admin has left the company. I am org admin and owner but dont have add/delete user permissions.. how do I raise a ticket to Atlassian to get this fixed. I keep going in circles with the AI support but need to raise a ticket to a person to get my permissions back. Any ideas please!

As the org admin you can add yourself to each 'app' as an admin and you will be able to add/delete user permissions.
