I have site admin access in our cloud instance, but with that permission I'm not able to access all the spaces in confluence

Few confluence spaces has view and edit restrictions which the site administrators are not able to apply, is this the behavior in cloud?

Admin gives you the right to administrate the system.  Space rights determine who can administrate a space.  A sit admin can get to the space rights to add themselves, but they aren't granted "everything" automatically.
