As far as I know, in the Chart macro you'll be able to change the order of the stack bars themselves by changing the Columns order:
But I'm not sure if it's possible to change the order of stacked values unless you change it in the source table.
If your company uses our Table Filter and Charts for Confluence app (that is developed by our company), you may try to use the Chart from Table macro instead. Its settings tab allows you to choose values manually in whatever sequence is more suitable:
