I don't have the option to create a space

Hi, I'm using the online tutorials to learn about using Confluence, and it says when I click on Spaces I should have an option to create a new one, but it only lists Recent Spaces and Space directory

I was able to make a personal space but not a team one

The Create option in the top menu only allows me to create a page in an existing space

I'm not sure what I'm doing wrong

Welcome to Atlassian community.

Looks like you do not have the permission to create space or the permissions have been removed. You might want to contact your confluence admin about the same. You might want to go through the below webpage which has all the information regarding space permissions.
