@Jing Wang if you are using Chrome it might could be that you are logged into Chrome with a different account than what you use to login to Atlassian. I would suggest trying a different browser if you are using Chrome or using an incognito tab to see if that fixes the issue.
That error indicate that you do not have a Confluence license assigned to you, so you would have to contact your Confluence admin to get access to your instance.

I would start by contacting your IT Helpdesk, they should be able to direct you to the right person.

Are you able to login to Confluence at all? Are you blocked for just a specific page?
Does this concern Confluence Data Center or Confluence Cloud?
Have you reported the issue to the administrators of your Confluence system?

In addition to what @Mikael Sandberg suggested you can try contacting the people who instructed you to access that Confluence system.
As a user community, where we are users of our own Confluence systems, we won't be able to access the one you are trying to use. We are not the administrators for it. We can make suggestions about people you can try to contact, but we won't be able to directly investigate or fix the access problem.
