We are looking to create a space for a department at our company. The way our company works is there are multiple working unit under the department as a whole. I am looking for a way to create separate working units pages that everyone in the department can view (since we often work together across working units) but I do not want other people in different unit to get an email every time I create a unit specific page. For example, John Doe and Jane Doe are in IT. John works in the JIRA unit and Jane works in support. John and Jane should be able to see each others documents but Jane is really busy and doesn’t want to receive emails every time John create documentation for his work unit. How do we build this?

First of all you need to understand the principe of watchers (Documented here).
As explained there, you get mails for edits, deletions, attachments and comments. You only get those mails, if you are a watcher of the page or of the whole space.
So if you have 2 units, I would recommand you to create 2 pages. In each page you then create the tree for the unit itself.
Then, you have to make sure, that nobody is watching the whole space. (As an administrator you can do this like that).
The big disadvantage is, that for example John Doe has to watch all JIRA unit pages and will not get any notification when you create a new page. If you want that, you have to create 2 spaces for 2 units (Which I would recommand).
