How to query space tables

How does one open a dialog box to actually run the query suggested?

Welcome to the Community!

The short answer here is that you don't.  

There's two reasons. 

First, the "dialog box" you see in the doc is not a part of Confluence, it's a SQL database navigator tool - totally separate from Confluence and running independently.  Most database vendors provide a command line tool for working with their databases, but this one looks like a GUI, so it'll be something like DBeaver, DBForge, Beekeeper, Datagrip, etc

Second, you have tagged this question with "Cloud".  You do not get access to the database on Cloud, so the tool wouldn't work anyway.  You've been reading a doc that is for Server and DC only I'm afraid.

Most of us don't want it either - the databases in Atlassian applications are not designed for anything other than being a data store and you usually only start looking into them as a last resort!
