We have a page in Confluence, which has the list of our customers. Every customer is linked to a JIRA item as a client. For customers who have not responded for more than 3 weeks, this has to be escalated to our management. Is there a way, I can have a flag added and trigger an email to management for further action??

If Jira is linked with Confluence then in Jira a filter can be added to show not updated tickets from 3 weeks an then subscribe management to this filter (e.g. add a group subscription). This would resolve notifications. As for flagging.. in Confluence we can add Jira macro that show those tickets from that filter on that page.
