How to link to a section of a page with a dash in the title (like for an ISO date)?

We have a set of review pages that look like "2017-05-03 Review (Edit and Create Pipes)".

In there, the headings like "Review comments" should be anchors.

So, how would an url look like then?

https://wiki.xxx.com/display/YYY/2017-05-03%20Review%20(Edit%20and%20Create%20Pipes)#2017-05-03Review(EditandCreatePipes)-Review+comments

gets me to the page but not to the section.
