How to give permissions to edit the confluence page to other user ?

First of all please verify that user has access to Confluence and create page permission on the related space (https://confluence.atlassian.com/doc/space-permissions-overview-139521.html)

After doing that verify that a specific page has not edit restriction (https://confluence.atlassian.com/doc/page-restrictions-139414.html)
