Is there any way to identify the inactive Users from confluence other than Via Database. We don't have access to the database , that's why trying to find the workaround to get the Inactive Users list.

There isn't a way through the UI unless you have add-ons like scriptRunner for Confluence.
or there's an add-on like this one:
maybe can use a trial to query the list you need.

Most Welcome. I haven't seen any. The recommendation I've come across through Atlassian documentation is through the DB queries.
You may be able to pass these list of queries to the DB admin to retrieve the list for you
