How to forbid the user to have the right to download?

I set up multiple groups using the administrator account. For some special users, I gave him permission to view the document. But I want to forbid the user to have the right to download. How can I do?

If someone can view something, they can download it.

Yes, you can remove all the links to download a file and make the url its available on inaccessible.

This, of course, makes the file utterly useless - the end user will be able to see that there is a file there, but not open it with preview, or read content out with macros, or render it on a page.
