How to fix missing text from edit and broken banners.

I have the default confluence banners missing on top and bottom of the page.

When editing an existing page non of the existing text is displayed.

The Save and cancel buttons are not shown in the edit view.

The text appearing in the banner is $SoyTemplateRenderHelper.getRenderedTemplateHTML

The Confluence and Apache server is self hosted on a virtual RHEL box.

Are there any settings or logs that I can check to see what is causing this issue?
