Could you help me to enable the webhooks menu in Confluence Cloud? The same way it exists for Jira.
Or does Confluence not have this feature yet?

AFAIK there's an open feature request to allow the same kind of administration for webhooks in Confluence as you are mentioning for Jira:
So it's not possible to administer them at the moment.
To quote another user:
In Confluence Cloud Webhooks can only be registered through the descriptor file of an add-on, not from the UI.

The following post does a good job of explaining how web hooks work within Confluence. Well, administration isn't available in the UI at this point you can manage via the api. Does-confluence-Cloud-supports-Webhooks . Well, the post is a few years old. I don't believe anything is changed as yet.

As I understand it I have to edit the descriptor file in Confluence Cloud. Could you tell me where I can find such a file?
