How to enable Email notifications

I had disable Email notifications Confluence Email Notifications Plugin and then it cannot enable any more.So the mail cannot work.Now I re-install Confluence and restore old Confluence.The problem still exists.

"cannot enable" tells us nothing about the problem.  Could you describe what happens when you try to enable it, and what goes into the log?
