I am attempting to create a template that everyone on my team can easily access to create new pages in an index. Instead of the preset templates, I want them to be able to use the template that I created. When I edit the "Create from Template" button, I choose "How-To Article", because I already created my desired template from the "How-To Article" as a base. However, when testing, the button just goes to the default "How-To article" template.
Is there a way to use this button to direct to your own self-made templates? If not, what is another option for people to use that?

What you did seems to be just a page and not a template.
You have to create a template in your space:
To create a new space template:
- Go to the space and choose Space tools > Content Tools from the bottom of the sidebar
- Choose Templates > Create new template.
To create a new global template:
- Go to Settings > General Configuration Global Templates and Blueprints.
- Choose Add New Global Template
For this, you need space admin permission. And if you created the template, you will be able to choose your template

Thank you! I am not sure if I have space admin permission, but when I go to Content Tools, I do not find a template option. The screenshot below is all my options:

So I moved the page to my personal space to try and make it a template. It is now in my personal space, but how to I move it to the template section?

Space templates are templates just for this space. In your case, your template in your personal space is just for your personal space.
Templates can not be moved by default. You have to create a new one in the new space.
But since you do not have permission in the other space, you have to contact the space administrator of this space or the confluence administrator.
Then there are global templates. These tempaltes will be available everywhere. But for this you need confluence admin permissions
