How to create a repository sorted by subject?

Hi,

I am working on a new documentation page for my organization in Confluence!

there are documnet that are common between different area so I would ike to be able to have a drop down for the user to select the area and in return the relevant docs will show up.

the idea is to tag somehow the doc with the relevant subjects and the drop doen to have the subject. 

example:

subject #1 has docs #1, #3, #7

subject #2 has docs #1, #2, #3, #4

Subject #3 has docs #4, #5, #6, #7

what is the most effecient way of doing so.
