webhooks are for Connect: https://developer.atlassian.com/cloud/confluence/using-webhooks/  and don't use OAuth 2.0.

@marc -Collabello--Phase Locked-  But I want to create a webhook using REST API, is there any way to create a webhook through rest API by using OAuth 2.0 Bearer token?
