How to create a border

We are going to move to Cloud from the server version, i am testing functions within cloud, i cant seem to find a way to make a page more readable by using a border. In the server version is was able to set a {panel} and customize the border. Now it seems impossible as the panel function has been stripped to a predefined panel function, (not able to show only border without background. 

Readability of a page is key for finding info fast, anyone know how to create a border around a section?
