How to create a Page in confluence when a particular jira issue type is created with certain filter

I do not have add ons or plugins . I am trying to create a functional design document based on a template in Confluence when an epic is created in jira for type business project .

How to solve this use case. I am aware of the confluence rest API nd jira rest API and I have used it to create jira issues from confluence . But how does it work the other way.

 

This would reduce a lot of work of not creating fsd docs for every project thats onboarded
