After some cursory Googling I don't see any macros to easily create Bootstrap style reactive pages in Confluence and Jira. Our company uses Confluence as its primary internal content management system. It would be nice if page columns in Confluence and Jira would react to the size of their containers as one finds in most modern designs. Is this possible through a macro, plug-in, or built-in feature? Or, is enabling HTML and CSS the only solution?

For server we use Scroll Viewport addon to modify Confluence to our needs.

Just putting this out there, but this sounds like a pretty core feature that should be integrated. Any time I find myself doing work to extend a paid product to meet a very general need that many people have, I have to stop and ask if i'm my money is better spent on a platform that I don't have to, as a consumer, finishing developing for them.
It sounds to me like your company should consider exploring more complete options.
